4. Mr. Smith's enclosed Memorandum of the 10th Instant

disposes, in my opinion, very satisfactorily of Mr. Austin's suggestion of more continuous personal supervision being required... Indeed, if the Colonial Secretary's suggestions were to prevail, it would seem impossible that

any great mercantile or Banking business could be carried on—
